India's capital, New Delhi, is all set to host the G-20 summit from 08.09.2023 to 10.09.2023. The city's face-lift has made Delhi super clean, beautiful and greenery friendly! Let's hope it stays that way subsequently too. The Parliament House, Président's House, India Gate and Lutyens Bungalow Zone is beautified with special effect lights, fountains, art, culture and beautiful sculptures in round-about gardens.

Meanwhile His Excellency Denis Alipov, Russia's ambassador to India, has focused on Russia's international foreign policy and their viewpoint at G-20 Summit. Denis Alipov has decades of experience of being familiar with India's geopolitical situations. Denis Alipov is a career diplomat and a 'dedicated expert on India'. He was appointed Russian Ambassador to India, as he has been entrusted with the complex task of interpreting Russia's international policy in the times to come
President Vladimir Putin will not participate in G-20 Summit. The Russian ambassador's combative expression indicated the line of action Russia will take during inter-exchanges at the G-20 Summit. The Russian delegation will be led by Foreign Minister Sergei Lavrov; whose diplomatic prowess is globally acknowledged. President Vladimir Putin spoke to Prime Minister Narendra Modi earlier this week and expressed his inability to attend the G-20 Summit as he is busy with the ongoing 'special military operations' in Ukraine. Russian Ambassador Denis Alipov criticised the language of 'Bali Declaration', which unilaterally mentioned 'Ukraine issue'. He said this must be correctly interpreted' at the G-20 meeting in New Delhi. A week before the G-20 Summit, Denis Alipov came out strongly against Western countries efforts to bring up the Ukraine crisis at the multilateral forum. Alipov says that in keeping with the traditions of G-20, political issues should not be raised. “Unfortunately, India's presidency of the G-20 has experienced very strong pressure from some countries, who, in Russia's opinion, have hijacked the G-20 agenda and are trying to turn the Ukrainian crisis into a top issue. The G-20 should focus on global economic issues and the financial crisis. But last year a decision was taken by some members of the Group to discuss political issues within the G-20, which is not acceptable to Russia".

During a media interaction at the Foreign Correspondents' Club of South Asia, New Delhi (FCC-SA), Ambassador Denis Alipov said, "If there is no consensus on anything, the non-consensual issues should be dropped as political issues are never discussed in the G-20". The Russian ambassador said that even if a majority of the G-20 members support an item and some members disagree with it and stay away, such an item should not be on the G-20 agenda. Referring to the 2022 Bali Declaration, he expressed Russia's disapproval, saying "the Western nations should be open to changing the Bali paragraph, but they are trying to keep it". Ambassador Alipov highlighted that Russia supports a 'just and equal international order' as reflected in the recent expansion of the BRICS & SCO group. Globally India's clout has grown exponentially and there is no turning back. It has to express its legitimate voice in global forums like, U.N. Security Council. Russia has always supported India's membership in UNSC. Alipov expressed support for the G-20 Summit and said that Russia is hopeful that the Summit will be successful. So far PM Narendra Modi's government has not put forward any peace proposal to resolve the Ukraine war issue. NATO and European Union (NATO & EU) are fulfilling their own interests by misusing President Zelensky. He described President Zelensky's 10-point formula as "nothing but a set of ultimatums and bogus which Russia has trashed". Russia is a world power but has always maintained friendship with India. On a light hearted question of this author that Vladimir Putin is very dear and popular amongst women in Russia, and Indian women are saddened that President Vladimir Putin is not coming to Delhi. At this, Denis Alipov laughed heartily and said, “For now, you should be happy with me and Sergei Lavrov, President Putin will definitely come to India”!

Ambassador Denis Alipov expressed his sadness that many countries watched insensitively while hundreds of school children were brutally murdered and mass graves were built in Russia. Many soldiers and citizens of Russia have lost their lives. The success of the G-20 Summit depends to a large extent on the goodwill of those who push for consensus issues on the agenda. Ambassador Alipov said, “We have strongly supported the priorities of the agenda put forth by India at the G-20 Summit and we hope that the outcome will reflect the agenda put forward by India”. Alipov defended both New Delhi and China's (Beijing) relations with Moscow, terming them as 'healthy'. He said that his country would not give up ties with India in the presumptuous eventuality of hostilities between India and China. He said, "We will never give up on our ties with India. In case of any unfortunate developments between India and China or be it any kind of development, Russia will steadfastly stand with India. Russia may not like something India has done or India may not be happy with the happenings inside Russia, but India-Russia relations have never been affected by any geopolitical changes". Alipov said. China-India is a bilateral issue, and Russia would hope for a bilateral solution between the two nations. On the question of the author that Vladimir Putin is very dear and popular amongst women in Russia and Indian women are saddened that he's not coming to Delhi. At this, Alipov laughed heartily and said, “For now, you should be happy with me and Sergei Lavrov, President Putin will definitely come to India”! International diplomacy is a complex subject and its equations keep changing.
