With Amit Shah's visit to J.&K. the Centre is making positive moves in trying to reach out to the peopl. Much blood has spilled into thJhelum and Chenab rivers. The shining Tawi river awaits the arrival of pilgrims and tourists. My several articles on Kashmir focus on emergence of a prosperous state with happy and peaceful population. 'Gar Firdaus bar rooh-e-zameen ast, humi ast humi ast humi ast' a couplet of Amir Khusro is now like a cliff hanger ! The visit of Amit Shah is a positive step no doubt but the wounds of the people of Kashmir are so deep that it will take some time to heal. To take the state back  to normal, Amit Shah himself went to the valley. He said that they have come to power only a few years back. Prior to that it was the rule of dynasties. The economic prosperity of Kashmir is vital for Governor Manoj Sinha. In my hey-days Kashmir valley was the global tourist attraction which was jam-packed 24×7×12. During the winter season, whole of Kashmir valley, from Srinagar to Kokernag to Pahalgam and Gulmarg everything was choker blocked. Revenue was pouring into the valley. Export of Kashmiri handicrafts, handloom, saffron etc. was the pride of India. Under various governor's and president's rules, it is quite obvious that the attempt would be to restore the democratic structure back to the valley for governance. However repeated use of Article 360 in imposing the president's rule derailed the economy. From time to time the use of Armed Forces Special Powers Act against the civilians antognised the local population. After 75 years of Independence it is high time that the Kashmir problem is resolved. A mention may be made of UN resolution on Kashmir. The people of Kashmir may also forget about 'plebiscite'! Of course it is true 
that there are close family relationships and emotional bonds between the people Kashmir with Pakistan. But that does not make them militants or extremists. They are family relationships of marriage and progeny. By the visit of Home Minister; Amit Shah it would be hoped that economic prosperity is restored in Kashmir. Employment is generated, government jobs are created for the youth. The traditional handloom and handicraft industry is revived.  Shankaracharya, Hazratbal, Chati Patshahi and cathedrals are open to public for visit. Amit Shah said, "Today's youth in the valley talk about development and we would provide the jobs to them." Several restrictions had been imposed in Srinagar. Shah reviewed security and development related projects in Srinagar and held a public rally in Jammu. Meanwhile a total of 26 detainees were shifted to Agra Central Jail from J.&K. under Public Safety Act 1978. The order was issued ahead of Shah's visit to the union territory. Recently, after the killings of innocent civilians, in Jammu and Kashmir around 700 people were detained (PSA). Delimitation is an important decision of the Govt. of India. "Why should we stop delimitation? Delimitation will happen soon," said Amit Shah. 
It appears that the Centre is  unclear about the political process needed for normalcy in J&K. J&K has been under central rule since June 2018. The political and parliamentary muzzle in reorganising the erstwhile State still struggles with India’s experiments in federalism. Shah used the three-day visit to underscore the progress J&K has made since its reorganisation. Through a series of public engagements and official functions in Jammu and Kashmir, the Home Minister’s single minded focus was on reiterating the Bharatiya Janata Party’s political narrative on Kashmir. He said “three families” had held J&K to ransom until the party came to its rescue. The Centre has been successful in removing the question of independence or even autonomy from the conversation on Kashmir. Kashmir is still coping with several  issues and to pretend that there is no political problem in Kashmir to be discussed or resolved is a fallacy. Now that the Centre has made the restoration of statehood as the endgame of an unclear political process, it must establish a mechanism for dialogue with the people. On June 24, 2021, Prime Minister Narendra Modi had met political leaders from J&K in Delhi but there has been no follow up to that. On the contrary, Shah’s messaging over three days emphasised the divisions between the people of the Valley and Jammu. It was a good gesture of Shah to visit the victims of recent violence. While the Centre’s outreach is a welcome step, much more is needed to make Jammu and Kashmir, socially, economically and politically empowered. It's hoped that Centre’s Olive Branch to the people of Kashmir is taken as Centre’s outreach to the people of Kashmir.
